Debate and skepticism aside, here is the point: Do you really want the people who militarily dominate the skies above your country having the power to spray entire populations, including you and your loved ones, with anything?
What if the stuff raining down will make you sick for weeks or months, like a H1N1 flu virus ("swine flu") or even kill, and it's being rained down upon us from behind a veil of secrecy?
Who would you want to give that power to? The Pentagon? The CIA? The U.N.?
